He lost a lot of hair due to a flea allergy this summer. When it grew back, it was white, making my black cat look like a tuxedo cat!!! Will this be permanent, or will it eventually shed away?

It will more than likely be permanent. The allergy and the scratching the cat probably did more than likely did some damage to the hair follicles. Your cat will probably stay a tuxedo cat.
